I was told that storing them with a full charge will effect battery life.

Blue Lacy,
I had a similar problem with a couple of mine. I dont know what causes it, but this is how I resolved it. I called Garmin support, they ran me through a couple of troubleshooting steps.  Garmin mailed me new batteries to install in my collars and they work great now.

do you leave them plugged in all the time when not in use?  if so probably need to let them fully discharge before re-charging.

Yep, the batteries build up an internal resistance the moment they are manufactured. Storing them at full charge, no charge, in extreme heat, or extreme cold will shorten battery life. Recommended storage practice is at refrigerator temps at 40% charge. You may have just gotten a battery that already had significant internal resistivity. The oldest one I have is still going well at 2 years but I don't store it fully charged.

I don't own one. But how long do they last on a full charge?

It depends how often you have the collar send its position to the hand held, 17-36hrs. thats the main drawback of the system, but i love mine.
