I have seen this concept used on high pressure hoses that have the potential to burst because of high pressure or temperature and they put this metal wire mesh around the hoses for safety and these hoses are flexible and the weight isn't that much more.
I have thought about using and ice pick and spreading the weave in the cut vest and then install brass ilets so that the vest can ventilate and help the dog to cool.
