We're in crunch time at our Texas Legislative Session. Deadlines are set
for all bill movement and there is a frenzy among legislators to get their
bills passed.
So time is of the essence for today and tomorrow (Monday and Tuesday).
Bills must be out of Calendars Committee and set for a Floor Vote by Tuesday
we're told or they are officially dead. So if you haven't contacted the
Calendars Committee members below, please do so "for animals' sake!" OPPOSE
BOTH BILLS. Contact all below and your personal House representative who
can be found at www.capitol.state.tx.us with a search box in lower right
corner of home page. You can email your personal representative from their
home page.

PLACE "OPPOSE HB 234 (ANIMAL CRUELTY APPEAL COST) AND HB 2562 (OUTDOOR
DOGS)" IN THE SUBJECT LINE! Copy and paste all below as message:
HB 234 is written to make an appeal of animal cruelty cases even more cost
prohibitive than existing law. Not all animal cruelty cases are meritorious
and are reversed on appeal sometimes.

HB 2562, Care of all Outdoor Dogs in addition to Tethering Regulations:
Being promoted "dishonestly" as a "Tethering Law" when in truth it regulates
ALL outdoor dogs and will outlaw most existing dog houses, etc. This bill
is opposed by the following organizations and their Texas affiliated clubs:
American Kennel Club, United Kennel Club, US Sportsmen's Alliance,
Endangered Breed Association, American Dog Breeders Association, Texas Dog
Commission, Sportsmen's and Animal Owners Voting Alliance, and our
organization Responsible Pet Owners Alliance Texas Outreach. American
Kennel Club alone has 305 licensed kennel and breed clubs in Texas (with
even more UKC clubs), and RPOA is the AKC state federation for Texas,
representing 305 AKC clubs in Texas.

We can't be sure that Texas HB 2562, the bill regulating ALL "outdoor
unattended" dogs (not only tethered dogs) is dead until the Texas
legislators leave the Capitol and return home June 1st! Rules can be
suspended to enable legislators to do most anything they wish at the last
minute and bills can be "attached" to similar bills still in the pipeline.
Daily activities must be monitored closely. But our success to date is the
result of a coalition of local, state and national animal organizations
working together to preserve our historic relationship with animals. The
U.S. Sportsmen's Alliance played a major role in our success to date and we
look forward to working together in the future.
We all know the "vegan, anti-hunting, anti-pet ownership vigilantes" will be
back next session, but we'll be ready for them!

Texas Sportsmen Defeat Dog Bill
Posted on May 18, 2015
Texas legislation proposing onerous new requirements on dogs left outdoors
failed to meet a House deadline to receive floor action by midnight
Thursday, May 14 and is now dead.

The legislation, House Bill 2562, sparked intense opposition from sportsmen
and dog owners across Texas.
"Texas sportsmen and dog owners did a great job of rallying opposition to
derail this legislation before it could be snuck through by the animal
rights lobby," said Adam Wright, USSA associate director of state services.
"While this is a great victory, it is important to continue to remain
vigilant and ensure that this proposal isn't added on to another bill as an
amendment at the last minute." The Texas legislature will adjourn for the
session on June 1.
