The problem is getting the oil out of the ground. Oil sands won't give up the oil without a lot of investment. Maybe several hundred dollars for a single barrel. Unlike a conventional pocket of oil that is under pressure due to the rock pressing on it the sand absorbes the oil so there is no pressure to force it out of the ground. Right now we can inject steam but get very limited results. It's kind of like a water well but the oil is so thick it won't flow.
