My next move would be to pull the carb and check the needle, seat and sleeve.
These can cause the thing to do some weird stuff.
I bought an 01 that was in boxes and spent a week re assembing it.
I then spent 2 weeks with similar problems. As a last ditch effort, I tore into the carb again.
After getting into it I immediately saw the problem. It was so worn out the needle was about 1/2 the size of the wallered out sleeve. They are both brass and were just completely worn out and sloppy.
