My Catahoula was the same way , I could whistle all day and call his name he wouldnt come I tried everything. Hes the opposite now doesnt matter if im in the woods or @ home i call his name and he sprints as fast as he can to me. Whatever you do dont hit kuz theyll think you're gonna hit em when you catch em. When i did catch him i gave him a treat ( training treats) and praised him good boy good boy  , your pup is young and still alot of maturing to do . Im sure she'll start to listen soon . I also read in a trainer book that a dog must do somethin for there owner/master to get a reward i make all my dogs sit before they get there food every day . Just to let know my 3 month old pit/cur listens better then my catahoula when he was 13 months just different personalities.  You got one the nicest pups ive seen .
