I have seen people take a 4x8 sheet of ply wood and attach one end to the top of the barrel and let the 8' length  go out away from the barrel and the other ' end set on the ground providing shade for the dog and the water they drink (which is key) and from the wind and rain.  The thing to remember is trying to prevent any kind of tangle hazard that may get the dog hung up where he can't get to that shade and water.  In high temps that is certain death..
