it might be that the posts on the collar were not contacting his skin, so the collar was working but he just didn't get hit. 

X2... those collars need to be on pretty tight to make contact. I always check mine by cranking it all the way up and listen to the "shock" before I put it on the dog... just to be sure it's working. They will reach out and touch one, 250 yards is no problem.
