if he's a longer haired dog that sure could be. I put on a shock collar one time, and didn't get it positioned quite right. I was trying to get it as close to the cut collar as possible so it didn't take up so much room on his neck. the edge of the cut collar slid under the edge of the box on the shock collar, so when I tried to correct him he never got hit.
