I built a trap not to long ago for a neighbor, and between the angle iron and the hog wire i was in it for about $200 with a discount on the iron.  You could probably build a panel trap on your budget with T-posts and hog wire.  I live in Houston and the cheapest ones I could find for sell were about $300.  If you need any measurements i can give them to you, and if you find any traps cheaper than that please let me know.
