I think that papers mean something to breeders and people interested in lineage, but in my oppinion they don't mean much when it comes to performance. I've seen high dollar bred horses that couldn't hold their own in a roping pen up against non papered, back yard bred horses. Just like we all know that a top dollar papered pup may or may not hunt.
