Sounds like they are infected and filled with fluid/puss.
If the needles are still in and youre not comfortable lancing them I would take the dog(s) back and have the vet lance them/finnish removing what ever debris is left in there.
If you leave it like that it will more than likely keep irritating and make it worse or they may work their way out if there is an opening.
I dont know anything about porcupines but I dont think you just pull the quills out do you?
