There's an Austrailian company that makes them out of fire hose, you can find in the links on boardogs.  Look at the pictures of his fire hose bibs and collars and get some ideas to make your own.  I made four cut collars out a flat bed semi trailer tie down strap.  Found it on the road, took it to an upholstery shop with collars and the guy charged me $5 per collar to sew them.
