Tom, look up the US Forest Service... they make the rules for the national forests.

TPW&D has their hands in the Sam Houston because it's listed as a WMA under their public hunting lands in which you have to buy the $48 annual permit. You can still run dogs in the Sam Houston for cats, coons, squirrels, coyotes, foxes, etc... just not hogs.
