You hit it right on the head.  With this agency, they plan 4 hunt permits per 1000 acres of land.  Each permit allows the permit holder, and 2 adult helpers.  They can also bring two additional youth up to 16 years old.  So it is possible to see 5 people per permit. 

Cutter, how many permits where givin where we are hunting? 

20 .  Keep in mind I know of 4 that are taken.   Wink
