Very interesting...  From what I can gather from the video, it appears the state is worried about the ability of the aquifer to keep up with our consumption levels...

...rather than let the natural percolation/purification of rainwater through the stratus replenish the aquifer... (apparently too slow).. use man-made water treatment plants to half ass clean the swamp water and inject it down into what "was" a sterile environment of clean water...

... interesting... hope it works, but I doubt it...
