Tell them they can charge for a permit to run dogs and I bet they take ownership of it pretty quick. 

For sure you offer them money they will be all over it no doubt thats how the world is today. Honestly I think they will have to open it back up or the hunters will gripe about hogs running the deer off instead of dogs. Its always something with those hard core deer hunters. I hope they open it back up could take a while though.
