The way I understood it, was baying in a pen is fine - once a dog puts its teeth on a hog in a pen or tied up by a leg, etc., you have to remove the hog and tend to its wounds and put it up.
Thats how it was explained to me.
Catch dogs in a pen with hogs, is a big No-No!

We never use a pen, would love to though. Hahaha
