Keep using the neat's foot oil. It could take several coats if the leather was real dry. I like to set the saddle out in the sun so it will get hot and the pores in the leather open up. You can also use a hair dryer to heat the leather. I use a paint sprayer to spray it on. It pushes the oil into the leather and is faster than rubbing it on. Hope this helps.
