 if that r&p vest out mansfield has pockets on it for ice packs or what ever. why cant you sew on some linear pouches and fill it with expandalbe foam and then trim off what pushes out of the fill hole? you would need to put them close to the top so it dont flip the dog over on its back. if its his butt that is sinking, make sure you put more foam towards his back end but dont make it so bouyant in the back it pushes his head under water. if you know any1 in the fire dept that can get you some fire hose that has been damaged beyond repair and sew it to his exsisting vest n then fill it up a lil at a time and take him for a swim and adjust fire on how much foam and where to start n stop it.
