Just had the same issue - I really think its a low voltage issue, causing the collar to lock up.
I disconnect the battery and clean the terminals with contact cleaner, put dielectric grease on them and start charging the collar, keeping it taken apart ( the board may have to be disconnected from the battery again ) once the light finally goes out, turn on collar, go to initialize collar - it should blink real fast. If not erase collar and try to add it again.
Tried that on 2 collars so far and it seems to have fixed them
