Range of motion and ventilation is main concern in a cut vest.  Leg flaps, extra plates, and jaw breaks are good in theory, but they havent done anything but slow my dogs down.  Speed is always a key factor and I think that it compensates for less protection and gives the dog a better chance of not getting hurt, drowning, or overheating.
