We couldn't hear what words were exchanged between LEOs and dog owner, so we can only speculate there. As for the dog situation, the owner looked very distraught as he witnessed his dog shot in front of his face, which was very sad, but ultimately he put the dog in a risky situation in the first place. Even when he put the dog back into his car because he knew he was about to be arrested, he didn't bother to roll his windows up to where he couldn't jump out. Hell lord only knows what woulda happened to the dog even if he did have him secured in the car once he was arrested. ACO's would have been called and the dog would have been impounded at the shelter, probably declared 'dangerous' in the process due to defensive behavior, and the fact that his breed works against him. Sad situation for the dog for sure. He was acting on instinct, trying to come to the defense of his owner.
