I too appreciate you trying to help a man find his dog.  A lot of people out there would have stole the dog and collars and never said a thing.  I say stole because the dog doesn't belong to them, it belongs to the rightful owner.  And you Sir, are doing the RIGHT thing by trying to find the rightful owner.
