I would figure this falls under the people with disability act. With that said the dog should have had some kind of identifier that it was a service dog clearly visible. The fact that the man was a veteran should not be a factor but he should be awarded the gratitude deserved for his service. If he wasn't a vet and the same had happend it should still be just as important of a situation.
