That belting works great. I used that for roofing on dog house many yrs ago. A guy i hunt with had a rack similar in what ur talking bout muleskinner. He made his out of angle with plywood and plastic expnded "metal" for traction and used adel clamps to secure it to the front bumper n bolts to the window frame n had a plexi windscreen. I would say less than $50 in rack material
When i build my rear rack for my wheeler, i used lite weight expanded steel n covered it with outdoor carpet and pro-seal for my adhesive. That seal if high heat n cold resistant n highly water and pertoleum proof.

A good imagination is endless on ideas and cost savings.
