 While breeding doesn't guaranty good dogs, it does up your odds considerably. If a man has high standards and no kennel blindness, he is going to get a good many culls from any breeding program. A handler can enhance whats there and make a good dog better but he can't make a silk purse out of a sows ear. With that being said, I have seen good dogs come from some unlikely breedings and places but it is very doubtfull they will produce much.
