This is my opinion, nothing more.

Puppies and young dogs are going to run a back track especially when you first start em out, it's only natural. Saying that though, if it becomes a habit and they do it more then a few times and aren't progressively taking it further and further, then I cull them. A dog should have the brain power to drive a track the right way.

If they pull a loss, get off the buggy and walk to where they last had it picked up, and push them further and help them puppies out.  It will really help them from what I saw.
