It probably should have stitches.  You may need to " rough the edges" up a bit if it has been over 24 hours.. a cone will prevent him messing with it.  I keep our dog's cuts clean with vetericyn.. it isn't much but bleach, salt and distilled water.. i'd give him a shot of antibiotics.... as to what to knock him out with, i have no idea, never have done it or needed to at home
