That's horrible to lose a dog that way. That being said as hard as it may be your friend should have never challenged him and let the law handle it as it is a felony to shoot a working dog with a collar on no matter where the dog was. Get a lawyer and fight it as hard as he can and bring hell on the man that shot the dog legally.
