My 12’ cummins had a similar issue. I had refueled it from the 4 jerry cans i brought with me to oregon. It acted up, i took a sample out of my filter and it had a lil water. I put a water dispersant agent to mix the water with fuel. On my way hm, i got south of salt lake and fueled up bc i couldnt accelerate to highway speed and i had a 1/4 tank left. I spent 2hrs draining water out of my filter housing and cracking the inlet line to the pump. After getting hm, i dropped the tank and was able to separate 2 gal of water from the diesel. My pump also had a heavy slime build up 1/4 the way up the filter screen and the bottom was solid sludge.

In park or neutral, i could build rpms, but once i got to around 1/4 a tank, it said F you. My 16 and 18, i put a drain cock on it in case that ever happens again. I eventually traced it to the lack of a good seal on the jerry cans, displacing fuel for water. In oregon, it rains a LOT, so that was the only thing i could think of that caused that much water in the fuel.
