try plain benadrial if its an allergy  but check in his nose with a lite because a buddy had a dog with the same problem we couldnt figure it out so he took his dog to the vet cant remember what its called but there was some kinda larva worm grub looking thing in there that the vet removed of what i can remember  the vet said it was not real common in dogs but common in deer the thing is kinda like a tick feeds on blood and soft tissue of the nasel cavity
