Debarking a dog does not make them silent. They usually don't remove the vocal chords, they are an integral part of the dog's throat and taking them out could lead to more serious issues, they merely cut or puncture them. The dog can still whine, that noise is partially produced in the nasal passage, and they will just end up rasping and sort of yodeling instead of full on barking.

The only way to get a truly silent bulldog is to put a handle on them. I can see people debarking as a last resort before putting a dog down in the city, but it certainly shouldn't be an easy out for laziness. It really amazes me when people want to hunt with dogs but don't want to put any work into training. If you want something easy, predictable and without a personality, get a gun.
