How people refer to their dogs is a result of their individual expectations.

I think a large number of people are satisfied with a dog simply based on the fact that it can stumble onto a hog every once in a while.  To them, a dog as described might be a "finished dog".

Personally I think throughout a dogs entire life they continue to adapt, learn and change based on experience and situations.  

To me, the only true meaning of finished is when I put a dog in the ground.  Then that dog is truly "finished".
