In my opinion, a finished dog = a dog that has reached its maximum potential.   In other words, this dog will not get any better than its current status.  Every dog has a different potential that is dictated by its genetics, so some finished dogs will be better than others.  With that being said, I have no idea how to tell if a dog has reached full potential because every dog is different.
