Garmin 320???

I will be buying one but one of the questions they ask is do you want a topo downloaded or the card. My question is what is the difference and which is better? Also they ask for which states you want on it? But I thought you could only buy either southeast, central, southwest and northwest? Any insight would be greatly appreciated.
