NM AZ UT would be your best bet. How much do you want to spend on the hunt? I can do it in NM the ranch we hunt doesn't have to many bear so its first come first serve and I have a buddy in UT that can guide you as well.

Id suggest going on one of the hound forums and strike up conversation-you can also talk among bear hunters on those sites.  Bears are all over; high populations and a lot of hunters in the SE, East Coast, NE and like arrow said, out west.  Bear hunting is a lot of fun.

in many states you have to be an outfitter to take anyone especially out of state. You cant even pay for gas or buy a candy bar when going with friends from a different state. In NM if you are the land owner you are exempt from that and only on the private land you have access to.

Most of the bear hunts, mostly grizz though, the prices iv seen for guided are around $5000 per rifle n some can even mix deer/bear wolf/bear hunts. I did a lot of searching for grizz hunts when i was in afghanistan n back a couple months ago when i lookin at movin up to alaska for a job, but them grizz hunts were runnin 5000-12000 per rifle for a 1 on 1 guided hunt

blackbear is typically half that and much less travel time. There are quite a few outfitters in NM I can set you up with if you need that

Running dogs on bear is just as exciting as running dogs on hogs.  I treed my first bear on a Canadia bear hunting trip with Cajun.  Part of me didnt really care about shooting the bear so I thought we would pass and let the bear go.  After someone explianed it to me that a dead bear on the ground that the dogs could rustle with was the reward for the dogs, I thought different.  Not to mention that I now know how good bear meat is.  Before I spent a couple thousand on a western bear hunt, I would make a trip to the southeastern states and make a hunt thier.  You can look on FB and see groups such as Central Florida Bear Hunters; you could probably start friending some of those guys and maybe make a dog hunt with them that would cost you anything except travel to and from and pitch in for gas and stuff.  In turn-they may want to make a trip to you and do a hog hunt.
