What I'm reading has me confused.

Do you have to register (put plates on) and have inspected a home made trailer under 4000lbs? Or can I just put lights on it and go?

It's gotta be registered with plates. No inspection required. My dog/atv trailer is hm built and they just wanted to know if I wanted to create a special vin for it.
Now that was for a farm tag registration, not sure of normal registration, but I wouldn't think it was any different

What do you need to get a home made trailer registered? Some kind of form filled out?

Well, from what I read too, it is confusing, but there was a link for the county tax people. When I went in to find out bout mine, I was told it had to be registered even though it's gvw was less than 4,000. Maybe that is a bell county ruling. I'd call ur county vehicle registration place and see what they say. But this may be a new law. I did plate mine 2yrs ago, so the rules may have changed now. If you are tax exempt (bell county says only to way to register as farm trailer, u gotta have state AG tax exempt card) then it will only cost $5 to tag it. Do you need the link to become ag tax exempt?

Yep, I stood at the counter and filled the form out, took bout 5min. They had the papers already pre-high lighted.

http://txdmv.gov/reports-and-data/doc_download/941-vtr-305-a-prescribed-form-for-statement-of-fact-for-ownership-of-homemade-shopmade-trailer-semitrailer-or-travel-trailer

That is the application for home built trailers.

Here is the 1 for farm trailer

It may be easier to go up there and fill out their pre highlighted form out. Then u can ask the questions too. That site is confusing with the way it's all worded. It leaves it open for interpretation and to get pulled over and harassed by law enforcement. Not saying they would do intentionally, but they don't know every single law on the books, so a $5 tag for me, is cheaper than getting pulled over and unintentionally harassed.

yes you have to tag them , I don't care what anybody tells you   lol  you tell them it's a homemade trailer and they will ask you how much weight the trailer is and how much it will haul  [ approximate ] .   and the old you don't need lights and tags on a farm trailer  blah blah blah  is faulse .  when you get pulled over by the DPS  they will school you on it while writing out about 5 different tickets  .

What was the outcome from the registration place? If the registration place said u don't have to register them, have them show you the regs and keep it with you just incase 1 of the ticket crazy cops pulls you over and proceeds to write you them tickets. I would venture to say that if on the dmv site it say you don't have to register them and you have that paper with you, it may help inform the cop of the law.

You will need to get it inspected . If the inspector, which will be a law enforcement officer, finds a vin or suspects it is shop built you will loose the trailer. My father is the guy for Burnet county.

A bill of sale is no longer q good option for titled items. Get a title at all times.

If it's truly homemade and 4,000 or less then you do not have to have it inspected.  You are required to have it registered and plates on it.  No title needed.  You can have it inspected, a VIN recorded and the trailer titled (not really a simple process) but it's not required by law.

Here's a link from DMV's website.  Click on the Homemade Trailer Tab.

    Bryant ,
That's correct until you go to sell the trailer. We transferred a trailer from my father to me. Had to get inspected. Trailer had no title . Some counties will stick to the law more then others. Williamson doesn't stray very far from it. You would not believe the number of stolen trailers they recover during the inspection process.
If you do make a trailer get a number assigned to it. Put that number in several places on the trailer , not just on the tongue.
