I'm definitely no vet but it looks like it might be an allergic reaction or auto immune issue? Have you tried changing feed? Depending on what you feed if it has corn maybe trying something that uses something different than what you are feeding now. Just a thought, hope you get it figured out.

possibly yeast fungus infection, the way i treat them is 1/2 teaspoon borax on food daily and dilute a TBSP into a spray bottle and spray on as much as possible. 20 muleteam borax is a laundry detergent you can get off amazon or most targets.

And always ivermectin and panacur 3 days on 5 days off for a few cycles, I use the horse ivermectin 1/10th cc per 10 lbs orally. Scroll down about half way on this website to get a general borax overview rontheinventor.com
