I guess I would need to see proof that other critters can't get to it. Pigs come in all sizes so keeping something out is problematic. And what will happen to anything that eats carrion.

I don’t believe it passed, but honestly I haven’t heard anything about it in years, I know several of the ranchers over here in ETX went to Austin and fought it

They may have allowed liscenced professionals to buy and use it(not 100% sure I may be way wrong) The big issue is it’s not supposed to affect non targeted animals “with limited access to the poison” so if you gotta go outta town a couple days and your cattle gets into it and eats it all there’s not enough proof that they aren’t all gonna die

https://www.agriculture.arkansas.gov/wp-content/uploads/2020/05/FPFS4_poisoning_New_South___Whales.pdf

from an article on poison use in feral hog populations in Australia, where the use of poisons has been in place for decades.

"Other toxins, such as CSSP or SAP (yellow phosphorus) and warfarin,
are being phased out nationally due to animal welfare and non-target concerns."

 https://www.agriculture.arkansas.gov/wp-content/uploads/2020/05/The_Wildlife_Professional_Is_Kaput_Kaput_September_2017.pdf

The government attempted to fast track Warafin Poison in Texas before, and this seems to be more of the same.
