I am not sure if this is your situation, but normally blue light will not come on when collar is fully charged.  I would turn on the collar and check the battery strength with your gps.  Hope this works.

When I purchased mine one of the collars were bad right out of the box. Luckily I was still at the store having them set up the system so they were able to switch it out. He said it was not to uncommon for that to happen. Just send it back.

On one of my additional collars there is only one charger that will work with it for some reason.  They all slide in the slot correctly but only one charger will make the blue light come on.  Try both the charger for your first and second collars and see if one might make it work.  If not call Garmin.  Recently had a collar that wouldn't turn off, sent it to them and had a new one in about a week.

I have had great luck trading out collars and receivers with garmin. Call them at 1-800-800-1020.

You are suppose to trade it out or deal with any warranty issues with GARMIN direct.  It's not the stores fault if Garmin sends a defective item - also Garmin SHOULD try to troubleshoot it with the customer first to determine if it's defective or customer error - which is more common than you think.
