I know garmins are the best  and most used tracking system but they cost so much! I have heard of some other tracking systems like tracker maxima are those other tracking systems any cheaper? And do they work very well?

There are others out there and they may be fine for bird and varmint hunters but heres my thoughts on your question. I've only ever used or bought the best tracking systems for my dogs ( Garmin, wildlife) If you've either bought good dogs or spent the time with young dogs to get them going right then the price of a Garmin is relatively cheap compared to replacing the dog when it gets lost. Plus most anybody you ever hunt with will have a Garmin and y'all can track each others dogs. IMHO
