Use a piece of 1 inch pipe about 2 feet long. Put on the whetter and hit it with a hammer. Removing the whetters actually makes them less dangerous because because they will have no way to sharpen the cutters. They will get dull and blunt on the end and curl back and won't be able to cut a dog.

Bolt Cutters.

Just done it thurs. 250lb rank boar, wanted to work young bay dogs in a woods pen on a pretty bad hog. He still will sit an wait at the gate daring a challenge. Unless you pull em out an get the root they will grow back over time.

This particular hog, has killed 2 dogs in a pen already (not mine) thats why his teef had to go.

Knock out the tops, cut off the nutts and turn em out again. He might have some big shanks in the future but they will look more like bananas then knives lol. Rly nice when they grow back in to the boars cheek, hog can't cut anything.

I use my fence pliers all the time, because that is what I always have on my saddle or in my buggy! If you can't get them out squeezing, then use the hammer side to beat them out. Even if you don't get the root out by the time the top grows back out the tusk point is an inch or two past it.
