Considering there are many definitions of what makes a dog good or what makes a dog great in our community....there is no 1 answer.

For me it's simple.

If I am...or would be happy with the dog as my lead dog....He is breed worthy.

When I start thinking "holy crap, this is a bad som buck, if he/she got killed I'd be in a world of hurt!"
Then I wait another year and see
#1 if they're really as bad to the bone as I thought they were.
#2 if they have the smarts, quickness and agility to win out over another years worth of hogs.
#3 if I can find a related match to them who is AS GOOD OR BETTER THAN THEY ARE.

If a man is breeding dogs because he wants them and is gonna use them as in Kevins case then I'd say breed whatever you wanna breed.

When that dog shows me what I think a dog should and most folks I hunt with want my dog. I try to be kennel blind and for the most part I feel I am. But when u hunt with several groups and they owe u nothing and they tell u from watching ur dog on several hunts that u have a dang good dog. Then u know. Until then they are like most women u think u got a good one cause she puts out but ur buddies can see just how trashy she is.

If a specific dog has traits that I like of whatever kind, and/or does whatever it's job may be well.....and I feel like it's offspring have a good shot at carrying on said traits/skills.....they will be bred if the timing is right.

 When a dog is irreplaceable. I have yet to breed a litter. Too many people breed dogs in my eyes. I have a few solid dogs that many would love to have. All my females are fixed except for a young pup. Between the dog peddlers , my "yard" and legit breeders there are too many dogs for sale as it is  . I get pups from a few friends and I am fine with that. In hindsight I have a nice female bulldog that I would love to have had the chance to maybe breed. But a cat hooked up to her years ago and I had her fixed a week later.
  If someone wants to breed two very inexperienced dogs then so be it. It concern me really. Makes for entertainment though

with the wording of the topic, it sounds like he is asking how long before a dog is allowed to breed to a person. I couldnt help myself though, even though I knew what he was getting at. I guess being serious though, like a couple others have said, "when the dogs they feed have the traits they like" then is when they cross them to another dog they like.

In my yard...
I like to see these traits in dog before breeding, needs to be early starter, hunt hard with good bottom, good nose, bay and stick with its own hog without help. Be well behaved (pet peeve ive developed), be smart and stay alive. Prove to be a solid around dog.
Catchdogs have to hit and stay locked no regriping, be fast and smart as well. If theres any doubt in a bulldog it doesnt make the cut ...need to feel 100% safe knowing there not letting go when I get to pig.

  the best producing two gyps on my yard a thirteen year old Catahoula [ rip marie ] and my nine year old dry ground walker hound were never allowed to even bark at a hog and dropped many fine early starting go get it done with bottom for days gritty hog dogs  Shocked   so boy's and girl's if you don't try you never know and that's the secret to finding those reproducing dogs that are irreplaceable on a hunters yard . don't be afraid to experiment , just be true to yourself and your goals and keep the ax sharp . the best hunting dogs on your yard may not reproduce nary a pup that meets your expectations , but the dog you gave your buddy cause you didn't like the way it hunted or looked could have been carrying that magic gene we are all looking for  .    THAT'S JUST THE WAY IT IS , ALLWAYS HAS BEEN ALLWAYS WILL BE  .

  funny how the worst looking old scrub cow on the farm all ways throwed the best calves  lol
